High school graduates earn on average $8,000 more annually than those who do not complete high school, and college graduates on average earned 56% more than high school graduates. The cost to society of failing to meet the needs of our diverse student population is stark, as each year over 1.2 million students drop out of high school in the United States and 25% of high school freshmen fail to graduate from high school on time.

In fulfilling this critical duty, school districts confront complex and emotionally charged issues at the intersection of federal and state law. The landscape represents competing interests, from protecting the rights of individual students to receive a fundamental education free of bullying and harassment, to providing the full spectrum of educational resources to a broad spectrum of students with different aspirations, to application of the civil service law to employment matters, all within the financial constraints of New York’s property tax cap.
