Municipalities face unique challenges as they must navigate multiple layers of incremental regulation, emanating from federal, state, county and local laws. Complicating matters is that just as no two people are alike, neither are any two municipalities. As in other contexts, clients have varying degrees of sophistication and possess rural, suburban and urban characteristics. The result is a landscape where legal advice which is well suited to one municipality may be inappropriate for another in practical application.
